On Jan. 6, 2025, the Office of Management and Budget approved changes to the WH-347 federal certified payroll report to enhance clarity, simplify reporting and ensure accurate representation of prevailing wages and fringe benefits.

This new form includes additional data and changes how fringe benefits are reported. It will take development effort to evaluate the new requirements and then code and deliver the updated version. This is currently in progress.
This new report breaks out the total health and welfare fringe benefit credit that employers can take based on what they pay for health and welfare benefits, holidays and PTO. It also includes the amount of cash paid in lieu of fringe benefits. With these new requirements, it may change how fringe benefits are configured to support the report changes.
It also adds a new column to capture information about apprentice workers that requires details about the Department of Labor (DOL) or state-approved apprenticeship program they’re working under. That information is not currently stored in isolved.
Since these changes require development beyond report updates, they will take some time to complete. In the meantime, the DOL has confirmed businesses can continue using the previous version of the WH-347 with an expiration date of Sept. 30, 2026.
